Une province française en quête d'autonomie administrative : le Boulonnais à l'époque moderne

The answers of the Amiens manufacturers to the parliamentary inquests of 1835, 1860 and 1870, as well as the minutes of the meetings of the chamber of commerce, shed some light on the stil ill-known history of Amiens' textile industry in the XIXth century. As could be expected, the statements delivered to the committee of inquest are readily self- indulgent, and nearly unanimously protectionist. In spite of this display of pessimism, in spite of the technological backwardness of many productions that remained rural, textile production recovers its impetus in the second half of the century and finds in the gament and footwear industries a new relay and advantageous complements.Tout au long des XVIe, XVIIe et XVIIIe siècles, le Boulonnais (petite province-frontière au nord-ouest du royaume de France), revendiqua un statut administratif particulier. Cette revendication s'appuyait sur l'existence de privilèges fiscaux sans cesse réaffirmés par les rois, et sur l'existence « d'Etats » qu'on présentait à l'égal des grands « Etats provinciaux » du royaume. Tout un discours « des libertés » fut développé et sans cesse repris. Au XVIIIe siècle, la monarchie accepta qu'on mette en place en Boulonnais, une structure administrative originale qui, à la différence d'autres expériences locales, allait perdurer jusqu'à la Révolution française. Dat kwam voort uit het bestaan van fiscale privilégies die steeds bevestigd werden door de koningen enerzijds en dat van « Staten » anderzijds, die men gelijkwaardig achtte aan de « Générale Staten » van het koninkrijk. Men geraakte niet uitgepraat over deze « Vrijheden ». In de xvme eeuw aanvaardde de monarchie het installeren van een aparté administratie, die in tegenstelling tot andere lokale experimen- ten, zou blijven bestaan tot aan de revolutie.
