This study aims to determine the effect of training and competence on the performance of secretariat employees at the Public Works Department of Riau Province. This study uses a quantitative approach, the research data was collected from 42 secretariat employees at the Riau Province Public Works Office. Partial least square (PLS) is used to test the hypothesis in this research using SmartPLS 3.0. The results of this study found that there is a significant positive effect of training on employee performance, there is a positive influence of competence on employee performance, there is a simultaneous positive and significant effect on employee performance
