The role of local self-government bodies in establishing of innovative model of development of Ukraine

The purpose of this paper is to clarify the role of local self-government bodies in a process of development of a national innovation model state, identifying key trends shaping municipal innovation oriented policy. Stated that promotion of innovative change should primarily take place at the regional and local levels, as regions, certain areas are centers of economic activity that has a direct impact on the socio- economic growth of the territory and determine the development of the country as a whole. It is concluded that for conducting productive innovation at the regional and local level there is a need to formulate a comprehensive scientific approach and effective legal issues concerning coherence of public authorities at all levels to implement measures of innovation activities, as well as those problematic aspects of the organization and operation of local self-government in Ukraine.Стаття присвячена розгляду проблемних питань, пов'язаних із з'ясуванням ролі органів місцевого самоврядування у формуванні та реалізації інноваційної політики України. Вказується на необхідність стимулювання інноваційних перетворень, насамперед, на регіональному та місцевому рівнях. Розкриваються основні теоретико-правові проблеми, пов'язані з формуванням і реалізацією муніципальної інноваційно орієнтованої політики. Визначені подальші напрямки формування муніципальної інноваційно орієнтованої політики.Статья посвящена рассмотрению проблемных вопросов, связанных с выяснением роли органов местного самоуправления в формировании и реализации инновационной политики Украины. Указывается на необходимость стимулирования инновационных преобразований, прежде всего, на региональном и местном уровнях. Раскрываются основные теоретико-правовые проблемы, связанные с формированием и реализацией муниципальной инновационно ориентированной политикой. Определены дальнейшие направления формирования муниципальной инновационно ориентированной политики
