Impact of Special Economic Zones On the Productivity of Industrial Enterprises

In this study, we investigate the efficiency of special economic zones (SEZ) in Russia at the firm level. The existing literature on assessing the effectiveness of Russian SEZ is either backdated or lacking empirical analysis, what motivates our study. We calculate an urbanization index at the city level for a preliminary analysis. Afterwards, we apply a t-test to compare the urbanization coefficient for the territories, which belong and do not belong to SEZ. The results demonstrate that the territories of SEZ have higher level of urbanization. Therefore, we have a reasonable prerequisite for analyzing the effectiveness of SEZ. By applying the fixed effects method, we identify a positive relationship between a firm's membership in a SEZ and its productivity. In addition, all control variables, namely GRP per capita, current assets of an enterprise and affiliation with a corporation, influence the productivity of enterprises positively. Our results are useful for the development of regional economic policy and for the analysis of its effectiveness.В данном исследовании мы оцениваем эффективность функционирования особых экономических зон в России на уровне фирм. Существующая литература на тему оценки эффективности российских ОЭЗ является либо устаревшей, либо не содержит эмпирические оценки, чем и мотивировано наше исследование. Для предварительного анализа был рассчитан индекс урбанизации на уровне городов. Используя t-тест, сравнивающий коэффициент урбанизации для городов, входящих и не входящих в ОЭЗ, мы выявили, что территории ОЭЗ являются более урбанизированными. Следовательно, мы имеем обоснованную предпосылку для анализа эффективности ОЭЗ. Применяя метод фиксированных эффектов, мы выявляем положительную взаимосвязь между членством фирмы в ОЭЗ и ее производительностью. Кроме того, все контрольные переменные, а именно ВРП на душу населения, текущие активы предприятия и принадлежность к корпорации имеют ожидаемый положительный знак влияния на производительность предприятий.
