Penerapan Electronic Traffic Law Enforcement (ETLE) Titik H.R.Soebrantas Bagi Pelanggar Lalu Lintas Pengguna Handphone Oleh Kendaraan Roda 4 Di Wilayah Hukum Polda Riau

The growth in terms of IPTEK is utilized by the police with arising an electronic ticketing system called ETLE. The application of the ETLE aims to reduce the number of traffic violators, obliterate the phenomenon of illegal collection during prosecution and simplify the process of law enforcement. The number of ETLE’s costumers, specifically in terms of using mobile phones at ETLE H.R.Soebrantas point has been increased. So that a problem arose that the author wanted to examine, namely how to apply the ETLE at H.R.Soebrantas point for traffic violators, especially by four-wheeled vehicles that using mobile phones in the jurisdiction of the Riau Police and what is the cause of the increase in traffic violators after the implementation of Electronic Traffic Law Enforcement (ETLE) in the jurisdiction of the Riau Police. The author uses the type of empirical or sociological legal research with a descriptive-analytical as the research nature. The author uses primary data and secondary data with data collection tools in the form of interview with Riau Police Ditlantas officers and questionnaires on ETLE violators at the H.R.Soebrantas that uses a cellphone. The result presented that the implementation of ETLE was effective in terms of handling illegal collection action during ticketing, however the implementation of ETLE at H.R.Soebrantas point for traffic violators using cellphones in the Riau Regional Police Jurisdiction in terms of discipline has not been effective due to lock of traffic regulations and the novelty of the ticketing system knowlegde as well as the culture of the people who only obey if there are police officers on duty. Meenwhile, the causes of the increase in traffic violators are the lack of public knowings about traffic regulation and the ETLE devices installation, the lack of awareness in safety and security among fellow road users, and the obedient attitude only when the police officers on guard
