ABSTRACTThis research aims to obtain empirical evidence of an organization's leadership and cultural capabilities in improving performance, both directly and through competency mediation. Partial Least Square (PLS) quantitative approach was used to analyze data from 61 Employees of the Pasuaruan City Transportation Office, that was taken on a census basis.Empirical findings obtained that the stronger organizational culture is able to improve competence and performance, both directly and through competency mediation. These results were supported by descriptive statistics of organizational culture, competence, and performance that had high average values.
