DIREITOS CULTURAIS E TERRITORIAIS DAS POPULAÇÕES QUILOMBOLAS. Um estudo da expansão da zona urbana de João Pessoa sobre o quilombo de Paratibe.

In João Pessoa, the tendency to replace the horizontal pattern of buildings (houses) by the use of buildings, especially in the coastal region and in the south, has been conducting the appropriation of urban space by the real estate business, so there has been a disproportionate allocation of the risks to the detriment of the poor and, among these, ethnic groups. Given the growth of the capital of Paraiba, the resistance of a community in particular has been placed as a major obstacle before which has had to bend the local financial power. Paratibe is a black territory with nearly two hundred years of continuous occupation, which has now been threatened. In recent years, residents mobilized this historical memory for the guarantee of the right to land and land tenure. The example of what happens in the national agrarian movement, the redistributive longing classically associated with the modification of private territorial structure and the compliance with the constitutional provisions establishing the social function of property led to the organization of several vindicated civil movements in the post-88 context also the ethno-cultural component has inspired the struggle for land in Paraiba. Thus, the case of Paratibe became a symbol in the midst of the quilombos in Paraíba claim agendas.Em João Pessoa, a tendência à substituição do padrão horizontal de edificações (casas) pelo uso de edifícios, em especial na região litorânea e na zona sul, vem conduzindo à apropriação do espaço urbano pelo negócio imobiliário, de forma que tem havido uma destinação desproporcional dos riscos ambientais em desfavor das populações mais pobres e, dentre estes, grupos étnicos. Diante do crescimento da capital paraibana, a resistência de uma comunidade em especial tem se colocado como um importante obstáculo perante o qual tem precisado se dobrar o poder financeiro local. Paratibe é um território negro com quase duzentos anos de ocupação ininterrupta, que agora vem sofrendo ameaças. Nos últimos anos, os moradores mobilizaram essa memória histórica para a garantia do direito à terra e à regularização fundiária. A exemplo do que acontece no âmbito do movimento agrário nacional, se o anseio redistributivo classicamente associado à modificação da estrutura territorial privada e ao atendimento dos preceitos constitucionais que instituem a função social da propriedade motivou a organização de diversos movimentos civis reivindicatórios no contexto pós-88, também o componente etnocultural tem inspirado a luta pela conquista da terra na Paraíba. Assim, o caso de Paratibe tornou-se emblemático em meio às pautas de reivindicação dos quilombos na Paraíba
