Counterfactual theories of causal judgment propose that people infer causality between events by comparing an actual outcome with what would have happened in a relevant alternative situation. If the candidate cause is “difference-making”, people infer causality. This framework has not been applied to people’s judgments about unprecedented societal events (e.g., global pandemics), in which people have limited causal knowledge (e.g., about effective policies).
