Permeability of the state to private actors in the provision of early childhood education : what municipal plans say (2014-2024)?.

Apresentam-se resultados de pesquisa que buscou mapear tend?ncias de modos de oferta de educa??o infantil, na etapa creche, explicitadas em Planos Municipais de Educa??o (PMEs), formulados e/ou reformulados em 2015, por determina??o do art. 8? da lei n. 13.005/2014, que institui o Plano Nacional de Educa??o (PNE) para a d?cada de 2014-2024, bem como poss?veis fatores explicativos para a modalidade de oferta. Os munic?pios foram selecionados por amostra estratificada aleat?ria. Foram utilizadas t?cnicas de estat?stica descritiva, an?lise de conte?do e teste do qui-quadrado de modo a analisar os dados levantados. Os elementos trazidos com o estudo apontam para a dispers?o da oferta para atores situados fora do aparelho de estado, permitindo afirmar que essa l?gica tende a ser uma pol?tica permanente no pa?s, com poss?veis efeitos diferentes sobre a educa??o, a depender da natureza jur?dica da entidade parceira, uma vez que est? explicitada em Planos de Estado, n?o de governo.In this article we present the results of a research that sought to map the trends concerning the ways of supplying early childhood education, in the childcare stage, described in Municipal Education Plans, either formulated and/or reformulated in 2015 under the determination of Article 8, Law 13005/2014, which establishes the National Education Plan for the period from 2014 to 2024, as well as possible clarifying factors for the offer modality. The municipalities were selected through stratified random sampling. The research made use of techniques of descriptive statistics, content analysis and chi-square test to analyze the gathered data. The elements resulting from the study point out to the dispersion of the offer to actors located outside the state apparatus, allowing the statement that this reasoning tends to be a permanent policy in the country, with possible different effects on the education, reliant on the legal nature of the partner entity, since it is specified in Plans of State, not of government
