In 10.4.1 Pausanias wonders if the Phocian city Panopeus is a polis or not : it doesn’t have offices, a Gymnasion, a theater, an agora, a water source but is part of a koinon and has boundaries. It’s not by chance that 10.4.1 was often used to infer the monothetic features of the Greek polis and analyzed out of context. This article argues that 10.4.1 is not a source to define the Greek polis and aims to explain Pausanias’ ambivalence on Panopeus through an analysis in context : in the context of the previous tradition on Panopeus, in the context of the other passsages of Pausanias on Panopeus and in the context of the logoi which are described before and after 10.4.1.
