JftffjBffy* Council approved the following re eoraaendat ions from the Suburban roperty Committee with reference to procedure in the project for the removal of the College to the suburbs* 1. We appreciate greatly the plans submitted by Mr. Larson. We believe that they approximate our plans sufficiently to be suitable for money raising purposes. We think, however, that it will be necessary, before entirely final building plans are formulated, that Mr. Larson visit Cairo and have opportunity, first, for a study of the site on the spot; second, for consultation with the staff of the University, especially with the Dean of the College and the Heads of the several College departments; and, third, for the immersion of hiu' v in the oriental atmosphere of Cairo in respect to architecture, climate, building conditions and decorative trees and plants. 2. It seems advisable to us that these final plans be formulated near to the time when they will be used, so as to embody the latest requirements of the College and correspond more nearly with actual building conditions. The best time for Mr. Larson1 s visit to Egypt will need, therefore, to be determined in the fell of 1940 in the light of war conditions and the prospect of the financial campaign. 3# While decisions relative to money raising ere more appropriately made in America, we urged that these efforts be rot postponed. In the first place, a substantial sum ought to be available now for the development of the land, the making of roads, planting of trees, the removal of the workers* village and the development of the athletic field. Much time can be gained if these unavoidable tasks be undertaken at once. These call for estimated expenses of # 85,000. Second, until a b ;inning is actually made in the erection of some one building at least, the desired transfer of legal ownership of the land from Dr. Cleland to the University cannot be made without the payment of a further sale tax. Finally, we fear that postponement of money-raising because of war conditions may mean actually the abandonment of the project since we see no likelihood of the next five years or ten years presenting more favorable conditions than the present insofar as America is concerned
