Boktor, Howard, Schoonover, and Vandersall* Dr. Badeau opened the meeting with prayer, MINUTES: The minutes of the meetings of January 29 and Janu- ary 31* 1951 - #3189 to 3203 - were approved. POINT FOUR PROJECT: Dr. Badeau presented to Council a pro- posed Point Pour Project for the establishment of a Rural Teachers Training School by the American University at Cairo, as outlined in his memorandum of March 21, 1951, a copy of which was ordered filed. In the following discussion, it was emphasized that (a) the project is inherently valuable to the Middle East; (b) it would enhance the University^ reputation; and, (c) the Faculty of Education has the technical experience to organize and direct it. A general fear was expressed of the heavy administrative burden placed on the institution and especially in view of the paucity of permanent staff. After a lengthy discussion, it was voted THAT general approval be given to the Point Four Project for the establishment of a Rural Teachers Training School provided the following conditions can be met: (1) savings from the first two years of operation may be spent in subsequent years for the continuation of the school; (2) the State Department will accept the responsibility of recruiting the American expert needed for the project; (3) the various governments of the Middle East and American diplomatic missions accept initial responsibility for recruiting students; and (ip) the Middle East Governments, from whose lands students are enrolled, are prepared to give official recognition to the work and certificates of the Center, and to employ its graduates in their educational systems on a basis of equality with teachers trained in their own institutions . HOSTEL PLANS: Dr. Badeau reported that he had received a cable from Mr. Garrett which accepts the final drawings and specifications. It Is expected that there will be a meeting on March 27 of the Cairo Building Committee, the architects, Mr. Hutler and Misrahi Pasha. - ADJOURNMENT: Council adjourned at Ip:30 p.m. W. M.
