I I I - 5 - the foreign minister had sent a memorandum to the President recommending that the University be desequestrated. Dr. Said is currently pleading the University~s case. The major problem seems to be one of tactics. He said that to the Egyptians the worse the University's finances are, the better is its case for desequestration. President Bartlett felt that if there should be a pound crisis at the University, desequestration would be lifted. ~lr. Payne proposed that the University make a statement for the Egyptian Government to be used at the discretion of President Bartlett. President Bartlett replied that a statement from the Board could be helpful. Such a statement of the Board's concern over desequestration and the timing of the pund fund might strengthen his hand in pressing the University's case for desequestration. The Board authorized the President to make use of such a statement in Cairo. President Bartlett added that the Board might offer to appoint Hussein Said as Chancellor upon desequestration , on the understanding that he would perform the same function as he had during the previous year and that his salary and protocol position would be lower than the President.
