- 7 - character in Cairo because at this time the University would likely get the wrong answers. Dr. Bartlett said there seemed to be little question as to whether the University could go back at some point. The real issue was whether the University could wait long enough. For instance it could not wait two years because by then there would be nothing to take back. The question is, can it survive until the return? Dr. Bartlett's hunch was that with energetic planning and with some positive financing, the University could be in full operation within one year. If the University were to reopen in September, there would be no problem. In January it would be more difficult. After January, it would be very difficult. By September Dr. Bartlett felt that the first steps will have been taken and someone will have returned to Cairo. Dr. Bartlett discussed briefly the outlook for financing through regular PL480 funds and emergency short-term funds. PL480 funds,which are absolutely crucial to the survival of the University, should survive. These funds were blocked at the outbreak of hostilities, but have since been released by the UAR Government. The future will be decided by events. It might be expected that the U. S. Government will request the release of PL480 funds as a condition fer resumption of diplomatic relations. As for emergency short-term funds, it seemed most likely that these would take the form of advances from the Government and the Ford Foundation, and would subsequently have to be repaid. After the President's report Mr. Barco mentioned his conversation with Dr. Fawzi, who was in New York heading the UAR Delegation to the U. N. General Assembly. He was most impressed with Dr. Fawzi's friendliness. Dr. Fawzi felt that the cultural and educational ties between the UAR and the U.
