This amount Is 64.~1o of all University costs for the five years. t: ; Beginning with an initial grant in 1959, The American University in Cairo has received, to December 31, 1962, a total of $1,000,000 in Egyptian Pounds as PL 480 funds, and $600,000 as ICA (and later AID) dollar funds, ~rom the United States Government. While contracts have not as yet been signed, the University has been informed that a PL 480 grant has been made for 1963 (including an appropriation originally set up for 1962) in the amount of $315,000 in Egyptian Pounds. These grants total $1,915,000 in pounds and dollars and have been and are being used for construction, salary supplements, scholarships,educational equipment and book purchases, chi~fJy. The University has also placed in the hands of the proper officials In Washington an, AID request for $492,951, to be contracted In 1963 and spent over the ensuing three years. It is highly doubtful that more than $150,000 of thIs request will be granted. This present request for a IINo-Year Appropriation" of PL 480 funds from the "U.S. Uses" account now existing In Cairo would. in a sense, enable the United States Government to make a second use of money already spent once In helping Egypt as a rapidly developIng country. The first expenditure~ was In surplus foods or other commodities or materials, paid for by the Egyptian Government In Egyptian Pounds to be used only In Egypt. This proposed second expend I tu re woo I d use a sma II percentage of these pounds In furthering the education of Egyptian and Middle Eastern students and in developing and maintaIning a strong and acceptable "American presence" In Egypt. The American UnIversity In Cairo consIders itself to be an acceptable "United States presence" in Egypt and the MIddle East, and on such grounds as well as on the worth of its education and research, bases Its request for United States ald.
