I I I -3- itself in the educational community as a serious and qualified institution, serious and qualified students would come its way. This has now happened, even though we have not lowered our standa rds, and even though the Egyptian universities are now providing completely free education. Three fourths of our new students must come through our English Language Institute in order to develop sufficient English competence to do university level work. Enrollment doubled in the Institute. Fifteen of these students (Saudi Arabians) are now in a special Aramco all-cost scholarship program, and are doing very well. The most exciting point of enrollment increase is at the gradu­ate level. The quick response to our developing program at this point supports our judgment that we can readily increase to any such reasonable number as one hundred, or one hundred and fIfty. The ability of the University to offer scholarships has some bearing upon an increasing enrollment. but is not the major factor. Most of the grants offered are covered by funds from the U.s. Government, designated for this purpose. III. Staff i ng The quality of staff ( as indicated by graduate degrees) is revealed in the special report presented today. From this standpoint. as well as by experience, our staff compares very favorably with that of the better small universities and colleges in America. The Middle Eastern staff. excellently prepared, is becoming the continuing core at the center of most of the departmental programs, with foreigners, usually on shorter terms of appointment, tending to become the "visiting specialists." However, the turnover of foreigners has been too rapid in recent years. It is probable that the staff now in Cairo will stay for longer periods. At least, their appointments are for three to five year periods. Their compensation is now reasonable enough to retain them, and their adjustment into the University life this fall has been smooth and, for lack of evidence to the contrary, satisfactory. The large unpredictable element that bears on the problem of retention is the attractiveness and permissiveness of the environment •. This can become unfavorable through circumstances entirely outside the control of the University, and can increase the difficulties of the staffing situation. ' Most of the staffing development that will be required for some years has now taken place. The introduction of the M.A.program in Economics will require the addition of two more staff in that department for next year. It might be possible to make way for their appointment without expansion of the budget by eliminating Business Administration and Journal­ism from the curriculum. These are one-man offerings, and are collateral
