Appendix I, p.2. 4) With reference to physical facilities a) That the 1955-56 budget be altered to include $5,000.00 to be spent for the purpose of general, miscellaneous, small improvements in property (beyond the level of customary upkeep). b) That plans be made for the construction of a library building, as a project of the alumni if possible, as a portion of a larger 'Watson Memorial" and that the construction be begun as soon as possible (probably not before 1956-57), plans being cleared with and authorized by the Board of Trustees as prepared. Further, the Board instructs that consideration be given to the ways in which the alumni may participate in management of the building. c) That plans for a fourth floor of the School of Oriental Studies be prepared for action of the Board and that construction be authorized when needed and as the funds are in hand. d) That studies be undertaken looking toward the determination of the building site or sites of the University, with the intention to report to the Board in its meeting in January 1956, or as soon thereafter as possible, for decision on the matter, remembering the present com-mitment with reference to use of the mid-town site. 5) With reference to book collections a) That the University be authorized to secure funds for the purchase of certain book collections, such collections to be added to the library of the University for the use of its appropriate units. 6) With reference to American program a) That the University be authorized to proceed, for the time being; to organize and staff the American program in such a manner as best to perform the three major functions noted in the working paper, namely, accounting, educational promotion and financial promotion. b) That Dr. C. Worth Howard be appointed to the work in educational promotion, as described in the working paper and reported by the Committee on Education. c) That the administration be authorized to take steps to employ a qualified person to assume direction of the program of financial promotion, bearing in mind the possible developments of the Ford Foundation support. d) That steps be taken to move the American offices from Philadelphia to New York.
