In the event of failure of the Secretary 2 to so comply, any affected State of the Colorado River 3 Basin may maintain an action to enforce the provisions 4 of this section in the Supreme Court of the United States 5 and consent is given to the joinder of the United States 6 as a party in such suit or suits, as a defendant or 7 otherwise. 8 (c) Nothing in this Act shall be construed so as to im- 9 pair, conflict with or otherwise change the duties and powers 10 of the Upper Colorado River Commission. 11 SEC. 605. (a) All terms used in this Act which are de- 12 fined in the Colorado River compact shall have the meanings 13 there defined. 14 (b) "Mainstream" means the mainstream of the Colorado 15 River downstream from Lee Ferry within the United States, 16 including the reservoirs thereon. 17 (c) "User" or "water user" in relation to mainstream 18 water in the Lower Basin means the United States, or any 19 person or legal entity, entitled under the decree of the Supreme 20 Court of the United States in Arizona against California, 21 and others (376 U.S. 340), to use mainstream water when 22 available thereunder. 23 (d) "Active storage" means that amount of water in 24 reservoir storage, exclusive of bank storage, which can be 25 released through the existing reservoir outlet works.Epson Perfection 4870 Photo, 400 dpi, 8 bit, 1,685,458 byte
