Memorandum Concerning House Committee Action on Lower Colorado

Memorandum: To Stewart Udall and Orren, from Robert C. McConnell, July 28, 1966UNITED STATES DEPARTMENT OF THE INTERIOR OFFICE OF THE SECRETARY WASHINGTON, D.C. 20240 July 28, 1966 Memorandum to the Secretary and Orren: I just got a run-down from Nancy Arnold on the House Committee action on Lower Colorado, which, in substance is as follows: First, on roll call vote 19 to 9, the Committee adopted the Subcommittee language as amended (Committee Print 25) with Title 2 which Congressman Rogers proposed last week, which was adoption of Subcommittee amendment as amended; Then, Cg. Saylor moved to recommit the bill to the Subcommittee; asked for previous question with ayes and nays which was rejected 22 to 8; Then, Cg. Hosmer moved to recommit with instructions to report back changes in Title 2; this was adopted by vote of 21 to 10; Then, question on Saylor motion to recommit as amended by Hosmer substitute, with vote of 22 to 10, and the final reporting was the same with vote of 22 to 10. Both dams are included, as reported. The thinking is that it will probably be two weeks before the Committee tries to file a report as they have to allow time for minority report, individual and supplemental views, etc. Of interest, Walter Rogers voted against the bill as it came out of Committee. Mr. Aspinall did not go on record on voting, and those voting against were: Foley, Haley, Hansen of Idaho, Kupferman, Morton, Mrs. Reid, Rogers, of Texas, Saylor, White of Idaho, and Wyatt. Robert C.
