It is my wish that our comprehensive plan for development of the Lower Colorado River be completed by August 15 for submission to the states involved and the other Federal agencies in compliance with the Flood Control Act of 1944. Allowing the full 90 day period for receiving comments this will allow sufficient time to put our plan into final form for submission to Congress when it reconvenes in January 1964. The working Departmental Task Force will be headed by Assistant Commissioner Palmer of the Bureau of Reclamation and should have all necessary data and material assembled by July 19 is order to meet the August 15 target date.
