McConnell,to Stewart Udall, May 5, 1964UNITED STATES DEPARTMENT OF THE INTERIOR OFFICE OF THE SECRETARY WASHINGTON, D.C. 20240 May 5, 1964 Memorandum to the Secretary: I have just been briefed quickly on the Water Resources Research bill (S. 2) re-hearing before the Rules Committee this morning. Walter Rogers and John Saylor made the presentation and succeeded in getting a two-hour open rule. Those absent were: Colmer Trimble Elliott Hoffman Avery I have not been able to pin down whether any of those will be there tomorrow, although it is probable that neither Elliott nor Avery will be back. On the Fund bill, Mr. Aspinall is now preparing his testimony for tomorrow and he and Saylor will make the presentation. (MORRIS AND Kye) Dick Witmer made a call to Caruthers and he is informed that a House Interstate bill precedes the Fund bill, which means our bill will not be considered until about 11 a. m. Caruthers also volunteered the information that several Memers are out-of-town and will not be back tomorrow and therefore he is reasonably sure the Committee will not condlude hearings tomorrow. Another reason for the prediction that the bill will not get out tomorrow is that the following are listed as witnesses, although the Rules Committee does not list whether they are for or against: Willis (La.) Dawson (III.) WRONg bill Edmondson Griffin (Mich.) Roberts (Tex.) McIntyre Westland White (Idaho) The following three Members were listed with question marks: Buckley Cooley Cannon Robert C.
