The Secretary 3 April 24, 1962 The Panel will be in town tomorrow, and representatives of the Governors of the seven affected states should already be here. Because of your own travel schedule and the demand for various meetings we have these possibilities: 1. The principal meeting will be at the State Department,Secy's Confomer Room 10:45 a. m. Thursday, April 26, concluding barely in time for you to catch the plane to Columbus. Senators Hayden and Anderson and Congressman Aspinall have been invited. Senator Hayden and Congressman Aspinall probably will be in attendance while Stewart French will represent Senator Anderson. The State Department, Commissioner Friedkin, you, A/S Holum, U/S Carr, if you desire, will represent the Department, and the Scientific Panel will attend. Ravelle will the out of town. re this. He made it very clear that the Senator wants Reclamation represented, and had taken the trouble of finding that Dominy would be present. Or. 2. Earlier Thursday morning the Panel will be meeting with the representatives of the Governors in order to discuss its findings and recommendations. 3. As you know, the representatives of the Governors wanted to attend the principal meeting, and while you agreed that this would be inadvisable, you did say you would be happy to meet with them so that they could have their full say. It now appears that the only opportunity they will have will be tomorrow (Wednesday) afternoon unless we want to ask them to remain over until Friday morning.
