(It may interest you to know that all of the crucial tactical decisions in 1956 which resulted in the passage of the Upper Colorado Storage Project were made by an ad hoc strategy board consisting solely of Members of Congress from the five affected states, chaired by Representative Wane Aspinall of Colorado.) The time to move is here, but as I see it such communications as your letter of February 5 confuses and delays the making of those essential decisions which can lead to action in the Congress. There should be a Washington meeting in the near future at which Arizona should make its vital decisions. You, and those you have selected to help Arizona formulate its water policies, should, of course, participate in all of the preliminary discussions leading up to such decisions.
