Letter: Draft from Stewart Udall, to Governor Paul Fannin, 2/10/64, page 2do you and some of Arizona's water leaders fail to grasp that we have a golden opportunity to end the West's great water quarrel and to unite Arizona and California in a shoulder to shoulder effort to pass legislation that will benefit all of the states of the Lower Basin? Your assertion that the PSWP "provides no incentive for immediate and unified action by all lower Colorado River basin states" dumbfounds everyone in my Department. All of our our negotiations since last November have made it plain to us that the regional plan is the only approach that offers a basis for "immediate and unified action." You also contend on page 3 that "the plan will at best be the subject of a long drawn-out controversy". The concensus here of those who know the Congress best is that a Central Arizona Project divorced from the PSWP is the one plan that is sure to generate a bitter and "long drawn out" fight!
