The area of the District is largely devoted to agricultural uses, including approximately 48,000 acres of irrigated farmland, but it also includes most of the City of Stockton and the urbanized area surrounding the City. In the past the District has utilized the Old Hogan Dam to conserve as much of the Calaveras River runoff as possible consistent with the use of Old Hogan Dam for maximum flood protection. The District now looks forward to contracting with the United States for the conservation water which will be available shortly from New Hogan Dam and Reservoir. Our District is presently in the process of registering all water producing facilities within the District pursuant to Chapter 1775 of the Statutes of 1963 preparatory to the levying of surface water charges and ground water assessments all as a means of financing the additional water which will be available from the New Hogan Project. While the New Hogan Project water will be of substantial assistance to the District, it will not meet the full present supplemental water requirement of the District. In order to meet the total supplemental water requirement of the District, the District looks forward to the early authorization and construction of the Auburn-Folsom South Canal Unit of the Central Valley Project. The need for adequate supplies of supplemental water in order to continue the present economy of the District is made particularly apparent by the fact that in the nine year period from 1952 to 1961 ground water levels in a large portion of the District were lowered as much as 30 feet while simultaneously the quality of ground water in the western portion of the District degenerated to a point at -2-Epson Perfection 4870 Photo, 400 dpi, 8 bit, 14,987,264 byte
