Coconino Dam: Without Coconino Dam, unsightly silt and debris accumulations would be deposited in the Grand Canyon National Park in the backwater area of a high Bridge Canyon Reservoir. Coconino Dam is justified for immediate construction primarily to prevent this condition, although it will be needed eventually to preserve Bridge Canyon Reservoir storage. Methods of Controlling Expansion of Irrigated Acreage: The report must indicate satisfactory procedures for controlling the expansion of irrigation and for preventing excessive ground-water depletion in the Central Arizona area as a prerequisite to delivery of Colorado River water to the Central Arizona area. Such procedures are now being discussed with Arizona officials. Desalting Plants: The report will stress the possibilities of future low-cost, large-scale desalting plants as a means of meeting water requirements in the Pacific Southwest. It will indicate that developments in desalting techniques will be kept under close and continuing consideration in relation to their application to the Pacific Southwest Water Plan. The authorizing legislation should permit the Secretary to switch to desalting as an alternative to water importation from northern California at such time as it can be demonstrated to be more economical. The report will not recommend construction of a pilot desalting plant as a part of the Pacific Southwest Water Plan. Such a plant would serve primarily the objectives of research and demonstration and properly should be undertaken as part of a regular research and demonstration program. Credit to Upper Basin for Glen Canyon Regulation: The Pacific Southwest Development Fund will not reimburse the Upper Basin Development Fund for benefits to Bridge Canyon and Marble Canyon power production stemming from regulation afforded by Glen Canyon Dam. Neither will it reimburse the Upper Basin Fund for costs incurred in meeting Hoover power deficiencies caused by filling of Upper Basin reservoirs except to the extent provided for in the "Filling Criteria." Report Format: Attached are proposed outlines of the report of the Commissioner of Reclamation to the Secretary and of the report of the Secretary to the President. It is intended that, beginning the week of December 16, draft reports, basically along the indicated lines, will be prepared in Phoenix.
