feasible. Such improvement would also mitigate losses of small game habitat in some degree, but the best small-game habitat is riparian and cannot be replaced. Improvement on 15,000 acres near the Helena site and 4,000 acres near the Eltapom site is estimated to be required. Most of the lands apparently suitable for this purpose are public lands, but it would be necessary to acquire an estimated 2,000 acres of private lands near the Helena site at a cost of $400,000. Near the Eltapom site acquisition of about 500 acres of private lands would be neede. The estimated cost would be $100,000. Added carrying capacity on the selected lands would be affected by restoration, conversion, and establishment of forage and browse plants best adapted to the sites and the displaced animals. Controlled burning, manipulation by mechanical, manual and chemical means, cultivation, fertilization, and reseeding would be utilized to accomplish the objective. Initial development costs are estimated to be $675,000 at the Helena site and $180,000 at the Eltapom site. A headquarters building would be needed for the wildlife manager to be assigned to this development work and the continuing management. It is assumed that this building could be located on the grounds of the National fish hatchery which would be needed at Helena Dam, and its estimated cost of $25,000 is assigned to wildlife habitat replacement under the Trinity River Project. Total initial specific costs of wildlife habitat replacement in connection with the Trinity River Project, including land acquisition, headquarters building, and development of habitat, are estimated at $1,100,000. Estimated costs of acquisition and development associated with the South Fork Trinity Project total $280,000. Cibola National Wildlife Refuge The most important single wildlife facility in the Pacific Southwest Water Plan is the proposed Cibola National Wildlife Refuge along the Lower Colorado River. The site is located along both sides of the mainstem about 50 miles up the river from Imperial Dam. The Lower Colorado River Valley historically has been a most important wintering ground for waterfowl. Ducks and geese produced in eleven western States and three provinces of Canada contribute to the waterfowl populations wintering there. Such species as the convasback and redhead, the pintail, the green-winged teal, the gadwall, and others were formerly abundant. A large portion of the Great Basin Canada goose population, which breeds in the vast interior basin area of Western United States, winters there.
