2. Estimates being developed at this time on recreation benefits and on cost allocations to recreation are, of necessity, tentative. The growing importance given to recreation as a project purpose of federally constructed reservoirs makes it necessary to make thorough appraisals of the extent to which reservoirs can help to meet the need for water-oriented recreation, monetary measurement of the benefits derived from meeting such needs, and the extent of justifiable Federal investment in recreation as project purpose. These aspects of the project reservoirs, and the relationship between Federal and other responsibilities for paying the costs of recreation, require thorough review in the light of Senate Document 97 of the 87th Congress and the interdepartmental policies being developed to implement that document. 3. The Secretary of the Interior should be authorized to take all appropriate steps to minimize damage to scenic qualities of reservoir areas. 4. An analysis is needed of the recreation potentials of the Bridge Canyon and Marble Canyon projects to determine whether they are of national or less than national significance, so that responsibility for the administration of the recreation features can be assumed at the appropriate level of government. At the other reservoirs, the recreation use is expected to consist primarily of day use and other short-term visits from the near-by vicinity. Administration of the recreation aspects of these reservoirs should be the responsibility of suitable State or local agencies. 5.
