The proposed plan contains an evaluation of the contribution of Lower Basin tributaries to the available water supply. While we do not either agree or disagree with the stated tributary contributions, we realize the tremendous difficulty in computing consumptive uses from those tributaries on a yearly basis. It may be that it would be desirable to arrive at a mutual agreement among the basin states as to the safe annual yield of those tributaries and assess consumptive uses among the user states accordingly.
