E. Summary In view of the limited water resources within the Lower Colorado River Basin, the critical shortages in many sections, and the mounting demands for water, it is imperative that all interested Federal agencies direct their efforts toward obtaining the maximum development and efficient utilization of all possible water resources. Research in all facets of this problem must be greatly accelerated and expanded in scope. It will be necessary that close cooperation exist between Federal, state and county agencies, and private interests. The Bureau of Land Management administers a high percentage of the land area. All planning should be based on the assumption that there will be an intense use demand from competing groups such as industrialists, stockman, miners, and recreationists. This situation indicates that multiple use of the land must be the guiding factor in planning. The greatest contribution of NIM toward better water management will be to manage the vegetative resources in a manner that will maximize water yields and minimize sedimentation. To this and 66 community watersheds have been delineated to facilitate planning and development. Substantial progress has been made in two watersheds involving a cost to BIM of $309,000.
