The high value of municipal and industrial water usually enhances the justification for a reclamation development when these purposes are included in the project plan. The Bureau of Reclamation must consider these and other water needs and to meet them so far as practicable in formulating its project plan. Water, because of scarcity, is especially valuable in the Colorado River Basin. Its development, perhaps more than anything else, will unlock the door to the upper basin's vast resources in land, fuels, fertilizers, metals, timbers, and recreational attractions. There are no important ground water resources in the Upper Basin so that surface streams must be relied upon to meet the growing water needs.
