3. The proposed agreement with Mexico contemplates that the Wellton-Mohawk District would, in general, pump at the rate of 300 cfs. However, we have also agreed with Mexico that insofar practicable the total amount of salts discharged from the Wellton-Mohawk District and delivered to Mexico during the summer months would not exceed the total amount delivered in the summer months of 1964, and that this amount would decrease as the salinity of the effluent from the District drainage wells and tile drains decrease. Some reduction in drainage pumping below the 300 cfs conveyance channel capacity will be required during the months of May, June, and September in the early years of the Minute.
