3. The proposed agreement with Mexico contemplates that the Wellton-Mohawk District would, in general, pump at the rate of 300 cfs. However, we have also agreed with Mexico that insofar practicable the total amount of salts discharged from the Wellton-Mohawk District and delivered to Mexico during the summer months would not exceed the total amount delivered in the summer months of 1964, and that this amount would decrease as the salinity of the effluent from the District drainage wells and tile drains decrease. Some reduction in drainage pumping below the 300 cfs conveyance channel capacity will be required during the months of May, June, and September in the early years of the Minute. Of course, drainage pumping needed to prevent high groundwater within the project will be given first consideration in the pumping schedule. During the winter months when drainage water is being bypassed, quantity will be limited only by the capacity of the drainage channels. Every effort will be made to evacuate as much salt as possible during these periods in order to permit maximum flexibility in the summer pumping schedule. 4. It appears that if the rate of development of the additional acreage does not exceed the rate experienced on projects of this size, i.e., 2000 to 2-3000 acres per year, the full 75,000acres could be developed. If at any time during the five-year duration of the proposed Minute it appears that the potential rate of development of the additional acreage is imposing a drainage requirement greater than can be met within the operating criteria laid down in the Minute, then we would be prepared to recommend one of the following alternatives: (1) Negotiate with the district to delay development and amend the existing irrigation blocks by placing the presently undeveloped lands in a new block with a full 10-year development period prior to beginning payment of construction charges, orEpson Perfection 4870 Photo, 400 dpi, 24 bit, 10,552,320 byte
