-4- (3) Mexico will wish to preserve its good waters in the river below Morelos Dam for use, without mixing with Wellton-Mohawk waters. For this reason, Mexico proposes to build a Mexican extension to the separate by-pass channel, as described above. (4) Mexico considers the river by-pass plan difficult to reconcile with the delivery schedules stipulated in the treaty. Mexico's Increase in Winter Deliveries The Mexican Commissioner explained that Mexico's plan to increase treaty winter deliveries and decrease summer deliveries is due to its having to reduce its irrigation demands upon Colorado River treaty waters without reducing the acreage. This can be done by decreasing summer acres and increasing winter acres since the irrigation demands in the summer for cotton are about twice those in the winter for wheat. Recent experience has also shown that the irrigation pattern best suited to wheat would require an increase in treaty deliveries above the minimum of 900 c. f. s. to 1,200 or 1,500 c. f. s. or more beginning December 10 of each winter and extending without interruption through the remaining winter months of January and February. Tile Drains The Mexican Commissioner indicated that construction of tile drains is viewed in Mexico as a measure which would take too long to implement to be of any foreseeable value. The United States Commissioner stated, however, that unless the United States can obtain a 1.5 salt balance with by-passing of excess waters, it might have to undertake early construction of tile drains even though the results are uncertain. Action Understandings 1) The Mexican Commissioner will furnish information on Mexico's plans for the immediate, and foreseeable future for schedules of treaty deliveries, as outlined herein. 2) The Mexican data will be considered in consultation with United States authorities and its Commissioner will advise of its estimates of periods when Wellton-Mohawk waters may be by-passed without charge to Mexico. 3) From such estimates, the Mexican Commissioner will prepare his estimates of quantities of waters and salts to be by-passed a) with charge, and b) without charge, and then proceed to Mexico City to present to his authorities for determination of Mexico's position in response to our proposal.
