Pengaruh Profil Kepala Daerah Terhadap Kinerja Penyelenggaraan Pemerintah Daerah (Studi Empiris Pada Pemerintah Kabupaten/Kota Provinsi Jawa Timur)

ABSTRACT Moh. Badrul Munir NIM S 431308033 THE EFFECT OF PROFILE OF HEAD LOCAL GOVERNMENT ON PERFORMANCE OF LOCAL GOVERNMENT (Empirical Study on District/Municipality in East Java Province) This study aims to determine the effect of profiles of head of local government on the performance of local government. The profile consists of work experience, competency, and oversight by legislative. Apart of these variables, this study examines some control variables such as size of local government, wealth of local government, leverage, society oversight, and financial report quality of local government. This study employs a mixed methods research that combines qualitative and quantitative approaches in order to get more comprehensive result. This study uses multiple regression to analyze data in quantitative approach, while interview method is used in qualitative approach. Data covers all districts/municipalities in East Java Province, namely 38 districts/municipalities, and period of observation is 2009 to 2013. In sum, totally, there are 152 financial reports of local government examined by this study. The results indicate that all variables related to profile of head of local government (work experience, competency, and oversight by legislative) have no significant association with performance of local government. In further analysis, the result of interviews provides further clarification the effect of these variables. In terms of control variables, some variables such as size of local government, leverage, society oversight, and financial report quality have a significant effect on the performance of local government.
