In this report Stephen Billett, Lisa Ehrich and Bernie Hernon-Tinning describe the processes small business operators used to learn about the goods and services tax. It discovered that small business operators generally do not seek new skills through formal courses but rather through informal, \u27localised\u27 support networks. It suggests that vocational educational and training providers should work collaboratively with small business operators to customise learning that meets their particular needs
