Optimalisasi Beban As Truk dan Perhitungan Pajak Jalan Dalam Rangka Meminimalkan Biaya Transport (Studi Kasus: Jalan Lintas Timur Sumatera di Propinsi Riau).

This research is aimed at defining the optimum axle load of trucks, in a way to produce an overall minimum transport cost. Apart from formulating ways to minimize government expenditures in handling road maintenance, this research has investigated a new paradigm as an alternative of road maintenance considering the principles of cost recovery. This means, overloading trucks will have to bear Road User Tax-a tax reflecting their destructive impacts on roads. The results indicate that trucks with 2 axles have an optimum load of 12.5 ton and a minimum transport cost of Rp. 12.500 per vehicle-triptrucks with 3 axles have an optimum load of 19.5 ton and a minimum transport cost of Rp. 13.500 per vehicle-triptrucks with 6 axles have an optimum load of 50 ton and a minimum transport cost of Rp. 12.900 per vehicle-trip. The average of Road User Tax in effort of the pure cost recovery for : trucks with 2 axles have Rp. 33.325 per vehicle-triptrucks with 3 axles have Rp. 35.490 per vehicle-tripand trucks with 6 axles have Rp. 16.910 per vehicle-trip. A trip in this case is 140 km
