Human capital constitutes the bulk of the assets of an organisation. There is a causal link between human capital development and value creation. Hence, developing the public service workforce will greatly contribute to the implementation of the 9th Malaysia Plan. It will also ensure a service delivery that is timely and of a quality that exceeds public expectations.
