PEMANFAATAN JAMINAN PERSALINAN (JAMPERSAL) DI KOTA BITUNG PROVINSI SULAWESI UTARA

Background: The budget allocated for Maternity Warranty (Jampersal) program in 2011 of $ 1.23 Trillion for the needs of 2.6 million childbirth. But in many areas, this Maternity Warranty program still encountered many constraints such as the lack of socialization to society so many pregnant women are not aware of this, including the people pro program in Bitung service of childbirth utilization is very low only 13.7%. Objective: The general objective of this research is to analyze the utilization of Maternity Warranty in the town of Bitung, while the goal is to analyze the characteristics of the user of Maternity Warranty as well as analyzing the factors that encourage or inhibit the utilization of Maternity Warranty in the town of Bitung. Methods: This type of research is descriptive using the qualitative method. Draft research using Phenomenology. Phenomenology is a strategy of research in which the researcher identify the inside fact of human experience about a particular phenomenon. Qualitative methods are used as a reference is the interview questions in order to obtain in-depth results (WM) according to the purpose. This research uses the draft phenomenology to view the utilization of Maternity Warranty in the town of Bitung, and also supported by the results of the data subject with WM in order to obtain the information needed to support this research. Results: Maternity Warranty user characteristic are mostly aged between 20-30 years (71,43%), work mostly housewives (92,86%), as well as education mostly High School/Vocational School (57,14%). Most users of Maternity Warranty have low family income (64,29%). The majority of pregnant women who take advantage of Maternity Warranty do not follow other health insurance (85,71%). User of Maternity Warranty who ever got the socializing is 7,14%, while not utilizing all have never followed Maternity Warranty socialization (100%). All Maternity Warranty users said that the procedures and requirements of utilizing Maternity Warranty easy (100%), while that does not utilize the Maternity Warranty says it's hard (85,71%), as a result of the lack of socialization of incomprehension that exists. Conclusion: Overall utilization of Maternity Warranty in the town of Bitung is still low, possibly caused by ineffectiveness of socialization and not right on target
