KONFLIK ANTARA PEMERINTAH DAN KOMUNITAS ULAMA DALAM PENGEMBANGAN OBJEK WISATA (STUD! KASUS DI KABUPATEN KERINCI)

ABSTRACT The conflict occured at Kerinci Lake tourism area, was caused by an uncontrolled policy of tourism development and application. It resulted from many structural changes within the community, such as in social economic, from sociocultural, and condemnation proceeding of surroundings territorial owners in order to means developing and tourism facilities at the lake area. It also raised many interest groups within the community, both in upper class society (local government) and lower class upon the tourism itself. Finally it raised many latent conflict potencies between those interest groups and the accumulation of them have brought to open conflict of January 11, 2000, by involving general public. This research uses quantitative research method by quantitative descriptive analysis. The initial phase used Kent's analysis model and conflict cartography, by observing setting, issues, quarrel groups involved, dynamics and alternatives of conflict resolution. It also uses Tilly's theory to analyze collective acts, Dom H. Camara's mass mobilization model and theory and some other theories which have relevancies to the research. The intent of interest groups discussed are moslem religious leader community and security instruments of Sanggaran Agung, which both depend their own interests to mobilized community group (Sanggaran Agung). Then it appeared a latent conflict between local government and moslem community leaders that caused an open conflict between the government and Sanggaran Agung society and the social community of Sanggaran Agung and Pualu Pandan society. It has been performed an initial phase to solve the conflict before the use in conflict resolution between interest groups themselves, and less legitimacy possed by society to the exist government instance. In addition, it was caused by low social and interest groups' participation level as a result of weak dialogical institution. This research also concludes that pungkao method is a conflict resolution model generally used by the institution of Kerinci tradition to solve many conflictual forms to be occured and their having strong emotional relation among the interest groups made the conflict resolution to the case of lake tourism area has no significant obstacle.
