Colombian peace process: international vs. local view on reincorporation of former guerilla members

Tato práce pojednává o procesu budování míru v Kolumbii v reakci na podpis mírové dohody mezi kolumbijskou vládou a gerilou FARC-EP. Peacebuildingový proces je vnímán z perspektivy interakce mezinárodních a lokálních aktérů. Jejich vzájemné působení je analyzováno s využitím tzv. figurativní analýzy míru. Ta pracuje jak s aktérstvím, tak i se strukturou, které považuje za vzájemně konstitutivní. Činnost jak lokálních, tak i mezinárodních aktérů analyzujeme z hlediska určitých deklarovaných cílů či záměrů, akcí a důsledků. To vše v kontextu širších událostí, které jsou dalším významným činitelem v procesu budování míru. Figurativní analýzu míru propojujeme s tzv. konceptem frikce. Jedná se o střet různých vizí na tutéž problematiku. Cílem práce je nalezení odpovědi na otázku „Jak ovlivňuje střet „západního“ a lokálního pohledu na reinkorporaci v Kolumbii její výslednou podobu?“ Zmiňovaný střet byl identifikován v konfliktu pohledů lokálních a mezinárodních aktérů na oblast komunitní formy reinkorporace, tj. začleňování bývalých gerilových příslušníků do kolumbijské společnosti a do civilního života. Stanoveného cíle je dosaženo provedením kvalitativního výzkumu v podobě hloubkových rozhovorů se třemi respondenty se zkušeností s prací s komunitami jako součástí procesu začleňování jedinců do společnosti. Na základě výsledků kvalitativního výzkumu jsme dospěli k závěru, že Kolumbie má dostatek zkušeností s komunitní formou sociálního začleňování. Dle respondentů z řad zástupců lokálních aktérů nemá na jejich práci střet lokální a mezinárodní vize komunitní reinkorporace žádný vliv. Co se týče struktury, nemají mezinárodní aktéři dostatečné pravomoci. Nemohou proto reálně zasáhnout do vývoje budování míru. Co se týče aktérství, větší váhu mají střety mezi samotnými lokálními aktéry a jejich vizemi, záměry a jednáním.The following thesis treats the peacebuilding process in Colombia in reaction to the signature of peace agreement between the Colombian government and guerilla FARC-EP. The process is perceived from the perspective of interaction between international and local actors. Their mutual action is analyzed by using so called peace figuration. It works both with agents and structure, which are considered as mutually constitutive. We analyze activity of local and international actors studying their declared intentions, actions and consequences. All of this in context of broader events which represent other factor in peacebuilding process. We interconnect peace figuration with so called friction concept. It relates to a clash of different visions regarding one issue. The aim of this thesis is to answer the question “How does the clash between “western” and local views of reincorporation influence its final shape?” The above mentioned clash has been identified in a conflict of local and international actors´ points of view of community-based reincorporation, i.e. integration of former guerilla combatants into Colombian society and civilian life. The stated aim is reached by a qualitative research realized through in-depth interviews with three respondents possessing experience with community work as a part of integration activities. On the basis of the results of the qualitative research we came to the conclusion that Colombia has enough experience with community-based social integration. The collision of local and international visions doesn´t impact the local actors at all, according to the respondents. International actors don´t have enough authority in respect to the structure. They are unable to interfere in the evolution of peacebuilding process. From the agent perspective, for local actors are more important clashes between themselves, their intentions and actions
