The Regional Labour Market of the Zlín Region in the Context of Human Resources Development

The current situation on the labour market in the Czech Republic is unprecedented and human resources represent a criterion for further economic growth and competitiveness of the region. The aim of this thesis is to evaluate economic and demographic indicators as well as the indicators of labour market and education of Zlin region in comparison with other regions of Czech Republic. Secondary data analysis is complemented by a questionnaire survey. The theoretical part defines the basic terms and the theoretical background concerning human resources, human capital and education. The thesis also offers a short excursion to the development of the Czech labour market in terms of unemployment and educational structure. The practical part provides an overview of the development of selected indicators for Zlin region since 1989, respectively 1993. The selected indicators are also compared with the average values of the Czech regions since 2000. There are identified areas that are above average or below average in terms of human resources issues in the Zlín region. Based on the point method, regions are ordered in terms of the development potential of human resources. The Zlín Region is ranked among the regions with average development potential of human resources. Although it is possible to observe the excess of demand over supply on the labour market, it cannot be stated that employers are dissatisfied with job seekers. The majority of the employers try to improve insufficient knowledge and work experience by appropriate educational activities. However, in this area it is possible to observe differences, taking into account the size of organizations.Současný stav na trhu práce v České republice je bezprecedentní a lidské zdroje představují kritérium pro další ekonomický růst a konkurenceschopnost regionu. Cílem práce je zhodnocení demografických a ekonomických ukazatelů, ukazatelů trhu práce a vzdělanosti ve Zlínském kraji v porovnání s ostatními kraji ČR. Sekundární analýza dat je také doplněna dotazníkovým šetřením. V rámci teoretické části jsou vymezeny základní pojmy a teoretická východiska týkající se lidských zdrojů, lidského kapitálu a vzdělávání. Práce také nabízí krátký exkurs do vývoje trhu práce ČR z hlediska nezaměstnanosti a vzdělanostní struktury. Praktická část práce poskytuje přehled o vývoji vybraných ukazatelů pro Zlínský kraj od roku 1989, resp. 1993. Vybrané ukazatele jsou také srovnány s průměrnými hodnotami za kraje ČR, a to od roku 2000. Podařilo se identifikovat oblasti, které jsou z hlediska problematiky lidských zdrojů ve Zlínském kraji nadprůměrné či podprůměrné. Na základě bodové metody je určeno pořadí krajů z hlediska rozvojového potencionálu lidských zdrojů. Zlínský kraj se řadí mezi kraje s průměrným rozvojovým potencionálem. Ačkoli je možné v současnosti na trhu práce pozorovat převahu poptávky nad nabídkou, nelze konstatovat, že tázaní zaměstnavatelé jsou s uchazeči o zaměstnání nespokojeni. Chybějící odborné znalosti a pracovní zkušenosti se většina zaměstnavatelů snaží doplnit odpovídajícími vzdělávacími aktivitami.
