Dams in the Brazilian Amazon in historical perspective : environment, conflict and politics in the planning and construction of Tucuruí (1960-1985)

Cette thèse traite de la planification et de la construction du barrage de Tucuruí sur le fleuve Tocantins dans l’État du Pará au Brésil. Ce barrage a été l’un des grands travaux publics de la dictature militaire qui a dirigé le Brésil entre 1964 et 1985 et a fait partie de la stratégie géopolitique de ce régime pour la région amazonienne. Ce travail met en lumière les relations entre État et ressources en Amazonie dans une perspective historique, s'attachant d’une part à la manière dont un projet politique, ici celui des militaires, incarne un processus de transformation matérielle de l’espace à travers l’implantation d’infrastructures. D’autre part, sur comment une infrastructure, ici hydroélectrique, peut matérialiser une vision politique particulière. Toutefois, si la dictature militaire a été un moment charnière où les barrages sont implantés en Amazonie, ce travail montre que ces infrastructures s’inscrivent dans une longue histoire de l’aménagement fluvial de la région. Dans cette perspective plus longue, les relations entre l’État central et les élites régionales, ainsi que les dynamiques du capital en relation aux ressources amazoniennes, apparaissent comme centrales. Finalement, il s’agit d’une réflexion sur la place de Tucuruí dans l’héritage laissé par la dictature militaire en Amazonie, en tant que modèle pour les grands aménagements opérés dans la région par la suite.En s’appuyant sur une multiplicité de sources - de la documentation grise produite par l’État, en passant par les archives de la répression ou encore par la production textuelle des mouvements sociaux - cette étude réfléchit à l’expérience Tucuruí comme un point nodal de l’aménagement des cours d’eau Amazoniens et de l’action étatique planifiée dans la région. Au fur et à mesure de l’avancée des travaux, celui qui allait être le premier grand barrage du monde construit dans une forêt tropicale, éveille une forte opposition en raison des incertitudes écologiques, des injustices sociales et des controverses politiques qui entourent sa mise en place. Ce processus s’inscrit et se construit dans un jeu où de multiples temporalités et échelles se croisent dans la production d’une Amazonie sujette à l’emprise étatique, aux intérêts capitalistes, aux logiques économiques et techniques, aux imaginaires symboliques, aux enjeux géopolitiques, aux mouvements sociaux, mais aussi aux processus biophysiques et hydrologiques.This thesis focuses on the planning and construction of the Tucuruí dam on the Tocantins River in the state of Pará, Brazil. The Tucuruí dam was one of the large public works of the military dictatorship that ruled Brazil between 1964 and 1985 and was part of the geopolitical strategy of this regime for the Amazon region. The present work highlights the relationship between State and resources in the Amazon from a historical perspective. It focuses on how a political project –in this case, the military one – embodies a process of material transformation of space through the implementation of infrastructures. It also shows how infrastructure, a hydroelectric, can materialize a particular political vision. However, if the military dictatorship was a pivotal moment when dams are finally established in the Amazon, this thesis shows that these infrastructures are part of a long history of river management in the region. In this longer perspective, relations between the central State and the regional elites, as well as the dynamics of capital concerning Amazonian resources appear to be central.By relying on a multiplicity of sources – from the gray literature produced by the State, through the archives of the repression, and the textual production of social movements– this study reflects on the Tucuruí experience as a nodal point in the modification of Amazonian rivers and also on the planned State action for the region. As the construction progressed as the first large dam in the world built in a rainforest, it triggered a strong opposition because of ecological uncertainties, social injustices and political controversies surrounding its implementation. This process takes place and is created in a setting where multiple temporalities and scales intersect in the production of the Amazon as subject to state control, capitalist interests, economic and technical rationalities, symbolic imaginaries, geopolitical issues, social movements, but also biophysical and hydrological processes. Finally, it is a reflection on the place of Tucuruí in the legacy of the military dictatorship in the Amazon, as a model for major developments operated in the region thereafter
