Based upon surveys and analysis of human resource development policy in Korea over the last four decades, this study aims to: identify the characteristics of HRD policies by decade; evaluate major selected HRD policies in order to provide the basic groundwork necessary for the establishment of future HRD policy; comprehensively organize the changes of HRD policies in Korea. In order to achieve these aims, this study surveyed policy background and identified policy-making process. The study also conducted a drew up related literature, constructed a frame of reference, criteria for analysis and evaluation, and conducted interviews with relevant persons.
