In a knowledge based society where the competitiveness of a country's economy is determined by human capital and knowledge, human resource development policies are the key to promoting economic development. This study looks at Korea's current HRD related conditions and institutions with a view to suggesting the optimal HRD policy system for the future. The study begins by considering the HRD vision, here meaning sustainable economic growth and improvement in quality of life, and policy environment.
