Drug abuse in Indonesia the last few years it's become a serious problem and has reached a State of concern and has become a national issue. The Central Government has already done a fairly resolute action to eradicate drug cases in Indonesia by forming the National Narcotics Agency and National Narcotics Agency of the Province which is responsible for the elimination of drug cases and rehabilitating the drug users. The approach method is sociological juridical approach. Data sources are primary data and secondary data, data collection techniques were conducted by interview, observation, documentation, and literature study. Data analysis technique is descriptive qualitative analysis Based on the results of research that has been done is as follows : (1)The role of the government that is the National Narcotics Agency Province of Regency Pasuruan and the community in overcoming the abuse of drug circulation among youth has run well. This is related to the implementation of Public Relations activities National Narcotics Agency has a role as spearhead of its success National Narcotics Agency Province Pasuruan in Prevention and Eradication Abuse and Illicit Circulation Narcotic (2) Factors that support the government is the National Narcotics Agency Province Pasuruan and the community in overcoming abuse of drug circulation is BNN has a special room Information in performing several stages of testing for drug users, the existence of an orderly administration management, the existence of cooperation in the implementation of activities related to drug problem, the existence of cooperation with TNI, Kapolda, Kapolres, Kapolsek, and Education Office in East Java. Obstacles faced was limited resources resulting in public relations activities not all personnel participating in the implementation of public relation activities P4GN, and public relations difficulties in embracing personnel in other fields because it already has their respective duties
