The importance of the general law of micro and small enterprises for the development of small enterprises - the case of paraibano oriental cariri.

As Micro e Pequenas Empresas têm um importante papel no desenvolvimento econômico do Brasil. São elas que geram a maior parcela de emprego e renda no país. Percebendo o potencial deste segmento econômico, foram criadas políticas de apoio e fomento a estas empresas, como a Lei Geral das Micro e Pequenas Empresas. Assim, considerando o exposto, este estudo tem por objetivo geral analisar a Implementação da Lei Geral das Micro e Pequenas Empresas nos municípios do Cariri Oriental Paraibano, através das políticas públicas de Desenvolvimento Territorial do Serviço Brasileiro de Apoio às Micro e Pequenas Empresas da Paraíba (SEBRAE/PB). Em termos metodológicos, a pesquisa é exploratória e descritiva, com abordagem quanti-qualitativa com recorte geográfico. A fim de atingir o objetivo geral proposto, esta pesquisa apresenta uma abordagem teórico-conceitual que trata inicialmente da definição de Microempresa e Empresa de Pequeno Porte, discutindo os conceitos trazidos na legislação. Em seguida apresenta um breve histórico da Lei Geral (lei 123/2006), de que se trata e suas aplicações. Como resultado dos estudos, foram analisadas as ações do SEBRAE no Cariri Oriental Paraibano, através de políticas públicas de desenvolvimento territorial e a aplicação da Lei Geral das Micro e Pequenas Empresas. Foi verificada que através de uma gestão compartilhada, ou seja, da parceria entre a gestão municipal, empresas e instituições parceiras, se pode vislumbrar uma melhor qualidade de vida, e geração de emprego e renda, de forma sustentável e igualitária para os cidadãos do Cariri Oriental Paraibano e com potencial de aplicação em nível estadual.Micro and Small Enterprises play an important role in Brazil's economic development. They generate the largests hare of employment and income in the country. Realizing the potential of this economic segment, politics were created to support and encourage these companies, such as the General Law of Micro and Small Enterprises. Considering the foregoing, this study has the general objective of analyzing the Implementation of the General Law of Micro and Small Enterprises in the municipalities of Cariri Oriental Paraibano, through the public politics of Territorial Development of the Brazilian Service of Support to Micro and Small Companies of Paraíba (SEBRAE/PB). In methodological terms, there searches exploratory and descriptive, with a quantitative-qualitative approach with a geographic al record. In order to achieve the proposed general objective, this research presents a theoretical-conceptual approach that initially deal swith the definition of Micro-Enterprise and Small Business, discus sing the concepts brought in legislation. It then presents a brief history of the General Law, what it is about and its applications. As a result of the study, the actions of SEBRAE in Cariri Oriental Paraibano were an alyzed through public territorial development politics and the application of the General Law of Micro and Small Companies. It was very fied that, through a shared management, that is, of the partnership between the municipal management, companies and partner institutions, a better quality of life can be seen, and employment and income generation in a sustainable and egalitarian way for the citizens of the Cariri Oriental Paraibano and with potential for application at the state level
