The Maine Legislature last year appropriated $2.2 million to overhaul the campaign finance system. The money was appropriated in response to passage of the Maine Clean Election Act by referendum in 1996. Some observers are concerned that the 118th Legislature could raid the fund as it reviews requests for supplemental budget funding. George Christie of the Maine Citizen Leadership Fund, who helped lead the referendum drive, sees problems ahead for the new law
