In my paper I summarize the history of the Clean Election Program, particularly focusing on the 2015 supplemental funding mechanism, determine that the intermediate level of scrutiny is warranted when analyzing the theorized imbalance in the real value of a $5 contribution and its effective value to the candidate, and apply that freedom of speech analysis to the program. By doing so I determine that the program is constitutional on such first amendment grounds.
