Portland mayor Cheryl Leeman has told members of the city\u27s waterfront master planning committee that the move is a done deal. Leeman arranged to meet with the committee on April 9, but did not notify the public or the committee\u27s co-chairs, and some city council members have called the meeting inappropriate
