City piece on the West End Teen center, which opened last October. The Portland West Neighborhood Planning Council sponsors the center, which gives teenagers a place to hang out on Monday nights. Steve and Rosie Harris, owners of Rosie\u27s and Ruski\u27s bars, have made a donation that will allow the center to stay open until mid-June.
